Anthony Vinci is a founder, executive, and leading voice at the intersection of artificial intelligence, national security, and global finance. He is the CEO of VICO, a venture-backed AI company that forecasts political, geopolitical and economic events and delivers decision guidance to clients in finance, corporations, and governments. VICO’s revolutionary technology gives users the ability to quantify and navigate event risk in an increasingly complex world.
Anthony is the author of The Fourth Intelligence Revolution: The Future of Espionage and the Battle to Save America, a landmark examination of how China and artificial intelligence are reshaping the future of intelligence, which was named one of the Best Books of 2025 by the Financial Times. His writing has appeared in The Atlantic, The Washington Post, Foreign Affairs, and other leading publications. He is also an Adjunct Senior Fellow at the Center for a New American Security (CNAS), a Member of the Council on Foreign Relations, and publishes the Substack Three Kinds of Intelligence. He was a Managing Director at Cerberus Capital Management, where he invested in technology, aerospace, national security, and strategic supply chain companies. He was also a member of the Core Management Team at Bridgewater Associates, the hedge fund founded by Ray Dalio.
In 2017, Anthony was appointed the first Chief Technology Officer and Associate Director for Capabilities at the National Geospatial-Intelligence Agency (NGA) — the U.S. intelligence agency responsible for satellite imagery and geospatial analysis. In that role, he led the integration of AI into NGA operations and built partnerships with leading Silicon Valley technology companies, while overseeing the agency’s technology, R&D, contracting, procurement, strategy, and budget. He also served on the Senior Steering Group and Executive Committee of Project Maven, the Department of Defense’s flagship program for applying AI across the military. Earlier in his career, he served as an intelligence officer in Iraq, Asia, and Africa.
Anthony has advised a wide range of leading institutions. He is a Senior Advisor at Squire Patton Boggs and serves on their AI Committee. He sits on the Advisory Board of Colossal Biosciences and the University of Maryland’s Applied Research Lab for Intelligence and Security (ARLIS). He previously served on the Science and Technology Committee of MITRE Corporation’s Board of Directors, chaired the National Academy of Sciences Board on the Revolution in Intelligence Affairs, and has sat on the boards or advisory boards of Invisible Technologies, RapidFlight, Revolution Space, Pendulum Systems, Athenium Analytics, and National Geographic. Anthony holds a PhD in International Relations from the London School of Economics and studied at the University of Oxford and Reed College.
